Past and Present: Consequences for Democratisation

The Center for Democracy and Reconciliation in Southeast Europe announces the publication of an Electronic Book, which is available on the webpage, (web address shown below). This book is a documentation on the proceedings of a Seminar organised by the CDRSEE and the Centre for Antiwar Action in July 2004 in Belgrade.  The process of facing the past, especially disclosing historical facts hidden in secret archives and making a clean break with it, is a sensitive, complex, and contentious issue in all post-authoritarian countries. Lustration and lustration procedures, as well as public debates on the past, range among the most important issues in the transition period. What is the relationship between public debates on the past and the consolidation of democratic structures, institutions, and procedures? And what is the relationship between lustration and democratic consolidation? Are these strong or even casual relationships? These were the general main questions of the seminar in Belgrade, and these are the main topics of this electronic book.

A Guide to Ulster Loyalism and Unionism Online

This guide organises and provides links to over 270 loyalist and unionist websites, including links to archived copies of defunct sites. It is a first attempt to make some kind of assessment of the scale and character of online activity by Ulster loyalists and
unionists and to provide some analysis of that activity. Around ninety of the 270 sites catalogued in the guide are now defunct and a novel feature of the guide is the fact that it provides links to copies of these defunct sites held in the Internet Archive. The Internet Archive saves only a selection of materials from these sites however and many of these webpages are disappearing without trace. The author, Niall O Dochartaigh, is a lecturer in Political Science and Sociology at the National University of Ireland, Galway. He has
written on conflict in Northern Ireland and on Internet Research for the social sciences and is currently doing research on online political activism.

Setting the Boundaries of Political Tolerance in Western Europe

Dr Giovanni Capoccia

Formerly known as the ”'Between Militancy and Accommodation: Reactions to Extremism in European Democracies” project. Website for project studying how Western European democracies react to what they perceive as extremist dissent. Among the core questions investigated are what are (1) the main dimensions of cross-country variation in strategies of reaction to extremism? and (2) what explains such variation?—questions that have received relatively limited attention in comparative politics scholarship. The project analyzes political repression in sixteen Western European countries in their democratic spells since 1920, and complements this analysis with an in-depth investigation of more recent developments in Germany, France and Spain, where the issue of how to deal with extremist groups and parties has been on the national political agenda in recent years.  The project was initially sponsored by a British Academy small grant (June - Sept 2003) and the University of Oxford's Research Development Fund.

Keele European Parties Research Unit

Political parties are crucial to the operation of democratic politics. They help mobilise the citizenry and are important channels of communication between individuals and the political elites of modern states. They also set political agendas and help to run governments.   West European parties face the challenges of maintaining their membership, funding and political legitimacy, while having to adapt to new methods of political communication, increased electoral competition and new levels of governance. Meanwhile, the newly democratising countries in the former communist bloc of Eastern Europe face problems of constructing political parties at a time when some allege that 'the party is over'.  As a reflection of Keele's exceptionally strong concentration of research into European political parties (in both Western and Eastern Europe), the Keele European Research Unit (KEPRU) was launched in September 2000. KEPRU was the first research grouping of its kind in the UK and it brings together the hitherto largely independent work of Keele researchers focusing on European political parties. KEPRU publishes a working paper series which is available online.

It is also the task of the EUMC to work out strategies to combat racism and xenophobia and to highlight and disseminate examples of good practice regarding the integration of migrants and ethnic and religious minority groups in the EU Member States.  The very core of the EUMC's activities is the European Information Network on Racism and Xenophobia (RAXEN). It is designed to collect data and information at national as well as at the European level. This is accomplished via 25 National Focal Points, contracted by the EUMC to collect, coordinate and disseminate national and EU information in close cooperation with the EUMC.
